Ο ίδιος, στον ενθρονιστήριο λόγο του, θέτει τους άξονες της Πατριαρχίας του για την ενίσχυση της ιεραποστολής σε ολόκληρη την Αφρική, την επιμόρφωση των στελεχών και συνεργατών του Πατριαρχείου, τη στενή συνεργασία με τις Ελληνορθόδοξες Κοινότητες της Αφρικής.
Στους πυλώνες δράσης του εντάσσει τη μέριμνα για τον διάλογο και την επικοινωνία για την ειρηνική συνύπαρξη των ανθρώπων ανεξαρτήτως χρώματος, θρησκεύματος, φυλής, γλώσσας και καταγωγής.
Αναδεικνύει τη διατήρηση ακεραίου του μυστηριακού, σωτηριολογικού και Χριστοκεντρικού χαρακτήρα της Εκκλησίας, ώστε να ανταποκριθεί στην παγκόσμια, πανορθόδοξη αποστολή της και θέτει τη στήριξη του κλήρου και της εκκλησιαστικής διοίκησης στο ανύστακτο και επίμονο έργο της πατριαρχίας του.
Ο Πατριάρχης Θεόδωρος, έχοντας πρακτικό και οργανωτικό πνεύμα, αντιλαμβάνεται τις προκλήσεις της εποχής και υπερτονίζει, με κάθε μέσον, τον ρόλο της παιδείας και τη συμβολή των γιατρών στο έργο της Εκκλησίας.
